Case 08 — Smart Cities, Local Data, and Civic Data Literacy
Overview
| Item | Content |
|---|---|
| Period | 2020s (open data, smart cities, local living labs) |
| Technology | Public data portals, map APIs, IoT sensors, dashboards |
| Literacy | Reading data, interpreting indicators, raising local issues, participation |
Transition Point
Where 2010s personal SNS data was my own record, the 2020s demands civic capacity to look at a region’s data and define problems. From “complaining about inconvenience in words” → participation through “presenting evidence with data”.
Literacy Improvement Mechanisms
- Reading tables and graphs: Interpreting increase/decrease, units, time periods
- Maps and space: Reading neighborhood indicators on a map
- Problem definition: What the data says vs. what it does not say
- Proposal documents: Writing improvement proposals with evidence
Field Operation Tips
- Use public data to survey local experience demand and accessibility
- Output: one data point + one-page proposal
- Start with open statistics, no sensors or apps needed
Implications for Paju Activist Training
- Turn Paju City policy and spatial data into educational materials
- Evidence for site, audience, and convenience design of experience programs
- Foundation for 2030s civic participation and living lab projects
Notes
- Data literacy = a new form of writing for the community
